The Ministry of Education and sector partners (UNHCR, UNICEF, UNESCO and donors) are making collective efforts to improve equitable access to quality inclusive education for all children including refugee children. The Ministry of Education facilitated 1 and double shift schooling in camps and in host communities to accommodate refugee children.

Additionally, the Ministry of Education, together with the support of key stakeholders established and implemented certified non-formal education programmes, mainly the Drop Out and the Catch Up Programmes, targeting out of school children three years or more. ECED and inclusion of children with disabilities are key priorities set by the MOE for which UN agencies and education sector actors/donors are providing support. UN agencies along with its partners provide learning support services to refugee children who need additional learning assistance.

Teachers capacity building is another priority for MOE. Hence, efforts exerted in supporting school principals and supervisors in camp schools and urban to become better instructional leaders and assisting the development of school improvement plans and self-evaluation for greater accountability.

UPDATE: Please note that, as per the decision of the Jordanian Ministry of Education, all Syrian students enrolled in public schools are exempted from the donation fees and cost of educational books throughout the academic year 2020-2021. This decision applies to all public schools in the Kingdom, both in camps and urban settings, including double-shifts schools.

Tuesday 7 September 2021:

The Jordanian Ministry of Education has generously approved the registration of non-Jordanian children into the Jordanian public and private schools without the necessary documentation for the first semester of the academic year 2021-2022.

 Nonetheless, students have to rectify their legal status and provide the necessary documents by the end of the second semester of the academic year 2021-2022.


Learning support services

UNHCR, in cooperation with Noor Al Hussein Foundation (DAFI), will be providing learning support services for students in grades 11 and 12 (Tawjihi) for the academic year 2021-2022 in the following subjects: Arabic and English languages, mathematics and sciences (physics, chemistry, biology), and that is for scientific and literary streams only.

This opportunity is available for refugee students of all nationalities residing in all areas of the Kingdom, keeping in mind that seats are limited to 300 students and lessons will be conducted remotely.

This programme will start in September for a period of 4 months.

Selected students will be conducted to discuss the schedule of lessons.

Eligibility criteria:

  • Be registered with UNHCR
  • Be enrolled in a public school in grade 11 or 12
  • Availability of a transcript of records from the previous academic year
  • Ability to commit to the lessons
  • Access to an internet connection through smart phone, tablet or computer

Registration starts today, Sunday 8 August until Friday 27 August 2021. Priority will be given to first students who apply.

Formal Education System in Jordan

The structure of the educational system in Jordan consists of one year of pre-school education or kindergarten, ten years of compulsory basic education (Grades 1-10), two years of academic or vocational secondary education (Grades 11-12). At the end of the second year of high school, students take the secondary education exam (Tawjihi) for a certificate.

The instructions of the Ministry of Education allow children to be registered in formal education for those who have been out of school for less than three years.

Register in the nearest public school. It is not required upon registration in any school to provide previous school certificates. A copy of the service card issued by the Ministry of Interior for the Syrian community must be presented when registering at the school. In cases of transfer from one school to another, the last school certificate must be presented, according to the Ministry of Education instructions applicable in the academic year 2019/2020.

Register your children with disabilities in school, as public schools receive children with mild to moderate disabilities.

 

Catch Up programme for Syrian Children

The Catch Up programme is scattered into three intensive educational levels for the first six basic grades (from the first to the sixth grade), implemented and supervised by the Ministry of Education. After undergoing diagnostic tests, the child accepted and enrolled in the level of the Catch Up programme according to his capabilities, and each student gets a school certificate issued by the Ministry. Children aged 9 to 12 who have not attended formal education permanently (do not have any reading, writing or mathematical skills) or have dropped out of education for a period exceeding three years, could register and enroll in the Catch Up programme.

To register in the Catch Up programme, please check with the nearest Directorate of Education on the date of the diagnostic exam. Bring a copy of the service card issued by the Ministry of Interior for the Syrian community.

 

Drop Out Programme

This programme provides an opportunity for students who have been out of school for 3 years or more and are in the age group between 13 and 18 years for males, and 13 and 20 years for females, where they can join and register in the available Drop Out programme.

The student is enrolled in the Drop Out programme after undergoing diagnostic exams to place him/her in the suitable level in the programme.

After graduation from the programme, the child can obtain a document equivalent to the tenth grade for the purposes of continuing in vocational training or home schooling.

The Drop Out programme is characterized by a participatory approach that encourages youth leadership and critical thinking, and also helps them to continue their education and set their future goals.

Higher education plays a pivotal role to master the skills earned, and invest in the knowledge received, opening the doors to future development, in terms of chasing better opportunity to livelihoods, engaging positively with communities to make a difference.

With knowledge and skills obtained from an accredited higher education institution and often the acquisition of a new language, educated young refugees stand a greater chance of becoming self-reliant; UNHCR considers refugee access to educational opportunities including higher education is a very high priority.

UNHCR is actively engaged with the Ministry of Higher Education to ensure access of refugee students in the higher education national system responding to the 2030 education framework to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

Ammon Applied University College (AAUC)

Ammon Applied University College (AAUC) is offering refugee students of all nationalities in Jordan similar financial support to that offered to Jordanian students, including:

  • Reduction on the tuition fees for the different degrees in the Bachelor’s and Diploma programmes – based on the availability of slots
  • Reduction in fees is applied to the cost of credit hours only
  • Reduction amounts to 50% for female students and 25% for male students

Al al Bayt University

Al al Bayt University announced the opportunity for Syrian students in Jordan to enroll in the university at Jordanian students’ rates under the Parallel Jordanian System. The student must provide the Service Card issued by the Ministry of Interior and the Asylum Seeker Certificate issued by UNHCR Jordan.

 

Tafila Technical University

Tafila Technical University announced the opportunity for foreign students in Jordan (Syrian AND non-Syrian) to enroll in the university at Jordanian students’ rates under the Parallel System. The student must provide the Asylum Seeker Certificate issued by UNHCR Jordan and Service Card issued by the Ministry of Interior (for Syrian students).

 

Zarqa University

Zarqa University offers Syrian students in Jordan to enroll in the university with discounted rates for Bachelor’s, Master’s and PhD degree programmes. The student must provide the Asylum Seeker Certificate issued by UNHCR Jordan.

World University Service of Canada Scholarship

World University Service of Canada (WUSC) would like to invite qualified refugee youth to apply for the 2024-25 cohort of the Student Refugee Programme (SRP).

Eligibility criteria:

  • All applicants must be registered with UNHCR in Jordan and recognized as a refugee.
  • Have arrived to Jordan before or on January 1, 2020 and currently residing in Jordan;
  • Have completed secondary school (Tawjihi in Jordan) and in possession of official and original transcripts of academic documents. Minimum academic grade required is 65% or equivalent.
  • Aged between 18 and 25 years old as of January 1, 2023; (date of birth must be no earlier than January 1st, 1998, and no later than January 1st, 2005)
  • Be able to undertake academic studies in English or French (oral and written).
  • Be single (unmarried) and with no children.
  • Be self-reliant, mature and suitable for resettlement to Canada as an individual (i.e., not with family members);
  • Be facing barriers to accessing or completing post-secondary/higher education.

Application is open to all refugees of all nationalities who are registered under UNHCR Jordan and meeting the eligibility requirements.

Higher Education Opportunities Platforms

Al-Fanar Media

Al-Fanar Media (AFM) is among the top news providers in the Arab World, with a particular focus on higher education challenges.  As an independent, nonprofit news organization, AFM has daily coverage of education, research, arts and culture.   AFM has a particular focus on refugees and education in conflict zones.

In addition to news, Al-Fanar Media strives to provide useful information and resources to students, families of students, professors, faculty, and administrators.  One of the most popular resources is the Scholarship Database for Arab students. Tight criteria is employed to filter only high-quality scholarships with titles that reflect reality. A weekly newsletter is also published that advertises the newest additions to this database.

Institute of International Education (IIE)

In response to the world’s global education emergencies, the Institute of International Education (IIE) supported by the Catalyst Foundation for Universal Education developed the Platform for Education in Emergencies Response (PEER), an online clearinghouse enabling displaced and refugee students to connect with educational opportunities so they may continue formal and informal higher education.

Governments, NGOs, foundations and volunteers are undertaking great efforts to assist displaced and refugee students but are often unaware of parallel or similar initiatives in the field. Students find out about scholarships and other opportunities through coincidence or word of mouth and often lack the resources and knowledge to navigate the application processes. To bridge this gap, PEER created a holistic platform that offers a database with educational opportunities and additional resources for students. PEER engages with partners to share knowledge and best practices in higher education in emergencies, builds capacity within the PEER network, and creates new opportunities for collaboration among PEER partners.

Through IIE PEER, refugee and displaced students can search for, identify, and pursue scholarship opportunities all over the world, for a wide range of subjects. In addition to that, IIE PEER also catalogs hundreds of language learning and online courses that students may take advantage of to strengthen their skills.

UNHCR established 10 Connected Learning Hubs (CLH) in urban and 2 in the camps of Zaatari and Azraq, in partnership with Learning Equality and Google.org. CLH are learning centres that provide educational platforms which aim to strengthen the quality of education throughout digital learning resources.

It offers e-learning platform utilizing “Kolibri” platform focusing on mathematics, Arabic language, English language, science, technology and general knowledge. Learners can benefit from these resources as a resource complementing the local curriculum.

UNHCR and partners supported self-access of students and the functionality of virtual classrooms as viable ways to access the platform.

UNHCR aims at ensuring the continuity of learning support programs in line with the Ministry of Education’s s efforts reaching out to students.

Qualified refugees and Jordanian facilitators provide the required support to ensure a blended learning process. All female and male refugees and Jordanian students aged 13-17 years old can access the platform and the centres.
