Military operations by Somali government forces and militia, AMISOM and other foreign troops against Al-Shabab forces resulted in many civilian deaths and injuries. Inter-clan violence also led to civilian casualties. The fighting coupled with drought left over two million people displaced; many face sexual violence and forced evictions in government areas. Government forces and militias have been responsible for sexual violence and arbitrary arrests and detention, including of children. Political infighting among federal and regional authorities detracted from key reforms. Al-Shabab forcibly recruited civilians, including children, and extorts residents in areas it controls while conducting unlawfully indiscriminate and deliberate attacks on civilians.
