According to a consular official at the Embassy of Ukraine in Ottawa, a Cuban national who is not a landed immigrant in a third country can enter Ukraine without a visa, can stay there for an indefinite period of time and could apply for permanent residency from inside Ukraine (6 Jan. 1993). The consular official further stated that upon receiving permanent residency, the Cuban national would be entitled to the same rights and benefits as a Ukrainian citizen with the exception of the right to vote in elections or hold elected office (Ibid.).
According to consular officials at the Embassies of Ukraine in Ottawa (6 Jan. 1993) and Washington (5 Jan. 1993) and Article 17 of the Ukrainian Law on Citizenship, a foreign national must first become a permanent resident of Ukraine in order to acquire Ukrainian citizenship. If applying for permanent residence from outside Ukraine, the foreign national must follow the procedures outlined in the attached document, received from the Embassy of Ukraine in Washington. If applying for permanent residence from within Ukraine, the foreign national must apply to the Department of Visas and Registrations (Embassy of Ukraine, Washington, 5 Jan. 1993).
While the Law on Citizenship states that there are simplified procedures for a woman married to a Ukrainian national to obtain Ukrainian citizenship, according to the consular officials, the same provisions do not apply to a man married to a Ukrainian national (Washington, 5 Jan. 1993; Ottawa, 6 Jan. 1993).
