A representative of the United Nations High Commissioner for Refugees (UNHCR) in Ottawa and a researcher of the Andean Commission of Jurists in Lima state that there are no reports of forced repatriation or of mistreatment of Peruvian asylum seekers in Costa Rica (5 Oct. 1993; 7 Oct. 1993). The researcher of the Andean Commission of Jurists, after conducting consultations and a search of press reports, indicated the lack of information on this subject does not necessarily means that abuses or forced repatriation of Peruvian asylum seekers in Costa Rica did not occur (7 Oct. 1993).

The attached United Press International (UPI) article of 3 January 1993 reports that Julio Vera Gutierrez, "a construction mogul and television station owner," was the first person who asked political asylum after the coup bid of 13 November 1992 and is now in Costa Rica. Alberto Borea Odria, general secretary of the Popular Christian Party is also exiled in Costa Rica (Ibid.).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
