According to a consular officer at the High Commission of India in Ottawa, refugees recognized by the United Nations High Commissioner for Refugees (UNHCR) are issued identity certificates by the Ministry of Home Affairs (5 March 1993). The consular officer was unable to say what criteria and procedures are used by the Indian government in issuing these certificates, therefore he was unable to qualify whether all or only Afghan refugees recognized by the UNHCR are issued the said certificate (9 March 1993). In any case, the certificates are valid for one year only and must be extended for each successive year (Ibid.). The Indian authorities will renew the certificate after one year if they receive clearance on the applicant from the Ministry of Home Affairs (9 March 1993).
A consular officer in Toronto requested that we send him a faxed transmission of our questions so that he can contact the authorities in India for more detailed information (8 March 1993).
