No information on a 1991 Baluchi protest regarding a school in Sarbar, nor any information regarding Hamonth, including its location on a map, could be found among the sources consulted by the Research Directorate.
The only references to Baluchi protests in 1991 found by the Research Directorate are the following reports. BBC reported a "pro-monarchist radio" as stating on 16 October 1991 that "clashes continue" in Sistan-Baluchestan Province between government guards and armed Baluchi people. The Baluchi persons were reported to have killed 18 guards, captured six and seized military equipment (ibid.). According to the BBC, on 28 November 1991 IRNA reported that in Sistan-Baluchestan Province a "headquarters of the armed anti-revolutionary bandits was smashed," although there was no identification of the ethnic identity of the alleged bandits. The report claimed that the alleged bandits had been involved in drug-smuggling, armed robbery, kidnapping and killing of police and officials (ibid).
The Minorities at Risk Project reported a series of clashes between Baluchi tribesmen and government forces in 1991. In Sistan-Baluchestan Province over 100 Iranian revolutionary guards are reported killed in June 1991. On 13 September 1991, Iranian opposition radio reports a clash in the city of Khashi, with further clashes reported on 18 October and 5 November 1991. On 28 November 1991, the government "claims to have killed 27 Baluchi rebels in a raid on a hideout in Sistan-Baluchistan."
This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints.
