Guinea: Thousands displaced by election-related violence
The number and situation of people displaced before and during Guinea's presidential election is unclear as of late November. A state of emergency continued across the country on 23 November, pending a Supreme Court decision on the outcome of the 7 November vote. Thousands of members of the Peul ethnic group had been forced to flee their homes in October in clashes ahead of the election; the International Committee of the Red Cross reported on 2 November that 2,800 people were displaced on October 22 and 23 alone.
Local officials for Cellou Dalein Diallo's UFDG party reported that 15,000 to 20,000 Peul had been displaced around the country, but opposition leader Alpha Condé's RPG party argued that the UFDG was exaggerating the number displaced to obtain extra voting rights.
The head of Guinea's electoral commission confirmed on 1 November that the government was taking measures to ensure that those displaced would be able to vote, including those now without their electoral cards, and the commission subsequently agreed that they could vote on presentation of alternative documents. Nonetheless, violence flared again in mid-November after Conde was named the winner and his rival charged authorities with brutality.
