The following information was provided by a representative with the Canadian Red Cross, headquartered in Ottawa, during a telephone interview on 16 June 1997.
The Afghan Rehabilitation Team, Institute of Orthopaedics, operates an orthopaedic workshop in the Mirwais Hospital Compound in Kandahar. The institute is now called "Guardians" and is sponsored by the European Community via a Brussels-based organization called Handicap International.
For information on the nature of Guardians' work and services in Kandahar, please consult the attached document sent by fax to the DIRB from the International Federation of Red Cross and Red Crescent Societies in Geneva on 18 June 1997.
Please note that the physiotherapy section of the attached document states that "Guardians female ward has been shifted to HI [Handicap International] female ward due to rules and regulations set by the authorities in Kandahar city," but does not provide specifics on these (ibid.).
Information on whether the Guardians Institute of Orthopaedics is connected to a Chinese hospital in Kandahar could not be found among the sources consulted by the DIRB.
