Please find attached copies of Responses to Information Requests VEN9550 of 18 October 1991 and VEN9551 of 17 October 1991. These responses explain that, according to the Embassy of Venezuela in Ottawa, Venezuelan nationals are not impeded from entering Venezuela and need only prove that they are Venezuelan nationals by showing a passport or an identification document called cédula to enter the country. Response to Information Request VEN9551, quoting the Embassy of Venezuela, reports that the passport or cédula can be expired and still prove a person's Venezuelan nationality.

In addition to the above-mentioned documents, please find attached a copy of the section on Latin America from The Right to Leave and Return (Hannum 1987) and Articles 38 through 42 of the Constitution of Venezuela, as published in Constitutions of the Countries of the World (Blaustein and Flanz 1983).

Changes in the reported policy, as well as information on entry restrictions or conditions particular to naturalized Venezuelan nationals, could not be found among the sources currently available to the DIRB.
