The state of emergency declared in November 2015 following deadly attacks was extended by parliament until July 2017, granting the authorities powers without judicial safeguards that undermine the rights to liberty, freedom of movement, privacy, security and freedoms of association and expression. Counterterrorism measures introduced in November 2014, June and July 2016 unjustifiably infringe on rights. The government failed to pursue necessary reforms to tackle abusive and discriminatory police identity checks. Asylum seekers and other migrants face police abuse. Many unaccompanied asylum-seeking children from Calais were left in limbo after the camp’s dismantlement.
