According to a representative of Radio Martì in Washington, DC, the 9 September 1994 migration agreement between the United States and Cuban governments indicates that Cuba will take back without reprisals those who left the country on or after 19 August 1994 (21 Sept. 1994). Please find attached the text of the agreement in both Spanish and English which states that Cuba agreed to

the voluntary return of Cuban citizens who arrived in the United States or in refugee centres outside the United States as of 19th August 1994... (BBC 12 Sept. 1994).
