The First Secretary of the Embassy of Venezuela in Ottawa provided the following information on this subject during a telephone interview on 15 October 1992.
Generally, the government of Venezuela issues one-year transeunte visas. Upon expiry, these visas are renewable for another one-year period only. At the end of the second year, individuals who wish to stay longer in Venezuela are required to apply for residence permits.
As a rule, the government of Venezuela does not issue five-year transeunte visas. However, in exceptional cases, a five-year visa may be issued if a visa applicant has an acceptable reason to justify his/her application. For example, an acceptable reason could be a company's need for the skill of a foreign employee who has already resided in Venezuela for two years.
Holders of transeunte visas enjoy the same economic rights as those enjoyed by Venezuelan nationals, but they are not entitled to political rights. As mentioned earlier, five-year transeunte visas are exceptional. Individuals who possess these visas are still entitled to economic rights only.
Holders of transuente visas are allowed to leave and enter Venezuela as many times as they wish while their visas are valid. Additional and/or corroborating information on the above subjects is currently unavailable to the DIRB.
