In a telephone interview on 25 January 1996, the chair of the Bulgarian Helsinki Committee in Sofia provided the following information. Military personnel who were employed at the Military Academy in Sofia in 1992 would have required the permission of their military supervisors to leave Bulgaria. If authorization were not obtained, the military personnel would be subject to prosecution upon their return to Bulgaria.
