The 1996 Council of Europe's European Bulletin of Nationality states:

Renunciation of Romanian citizenship may be approved, on cogent grounds, in the case of persons who have reached the age of 18 and are not suspected of having committed or have not been charged with a criminal offence; have not been ordered to serve a prison sentence and who are not being sued for debts towards the State or natural or legal persons of Romania.

The Act [Act on Romanian Citizenship of 1 March 1991] also contains provisions relating to the procedure for conferring citizenship, withdrawing citizenship and approving the renunciation of Romanian citizenship.

Applications for the conferment or approval of the renunciation of citizenship shall be made in person or by a representative with special and official power of attorney and shall be addressed to the Citizenship Commission attached to the Ministry of Justice, which scrutinises the applications and suggests to the ministry how they might be dealt with.

On the basis of the Citizenship Commission's report, the Ministry of Justice presents the Government with a draft decision on the conferment, renunciation or withdrawal of Romanian citizenship (126).

No additional information on the requirements or the procedures involved in the renunciation of Romanian citizenship, nor on whether the ethnicity of the applicant assisted or hindered the application, could be found among the sources consulted by the Research Directorate.
