Information on recent violent racial incidents between the East Indian and Black populations of  St. Vincent could not be found among the sources consulted by the Research Directorate. Please note that Country Reports 1997 states that

the principal human rights problems continued to include occasional instances of excessive use of force by police, the Government's failure to punish adequately those responsible for such abuses, poor prison conditions, and an overburdened court system. [...]. The St.Vincent and Grenadines Human Rights Association, affiliated with the regional Caribbean Human Rights Network, closely monitors government and police activities, especially with respect to treatment of prisoners, publicizing any cases of abuse. The Government is generally responsive to public and private inquiries about its human rights practices (1998).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
