Bosnia and Herzegovina: Decree of 1993 on Certain Status Issues Concerning the Citizens of Bosnia and Herzegovina in the Republic of Slovenia

According to the article 45, paragraph 2 of the Law on Government of Bosnia and Herzegovina (Official Bulletin of SRBiH, No. 33/90 and Official Bulletin of RBiH, No. 4/92), the Government of Bosnia and Herzegovina passes:
Article 1
Embassy of the Republic of Bosnia and Herzegovina in the Republic of Slovenia - Department for Displaced Persons and Refugees of the Republic of Bosnia and Herzegovina with its main office in Ljubljana is to issue the Approval to the citizen of Bosnia and Herzegovina who has the status of a displaced person or a refugee and has working or military obligation, and who are on the territory of the Republic of Slovenia or in transit through Slovenia, only if that person is ill or is in a need for hospital treatment or if that person has special Approval from the competent body for the national defence.
The Certificate that certain person is ill or that the person needs hospital treatment is to be issued by the medical institution on the territory of the Republic of Slovenia which is appointed for such purpose by the Embassy of the Republic of Bosnia and Herzegovina in The Republic of Slovenia - Department for Displaced Persons and Refugees.
Article 2
The citizens of the Republic of Bosnia and Herzegovina who are on the territory of the Republic of Slovenia with the status of a refugee are the persons who are not able to return back to the free territory of the Republic of Bosnia and Herzegovina due to transport inabilities or due to security reasons.
Article 3
The Embassy of the Republic of Bosnia and Herzegovina in the Republic of Slovenia - Department for Displaced Persons and Refugees will, in agreement with competent state bodies of the Republic of Slovenia, establish collective centers in the Republic of Slovenia from where the citizens of the Republic of Bosnia and Herzegovina will be sent to collective centers of the Republic of Bosnia and Herzegovina.
Mr. Hasan Efendic will, on behalf of the Government of the Republic of Bosnia and Herzegovina enter the agreement on establishment of the collective centers in the Republic of Slovenia.
Article 4
The Collective centers for the organized return of the citizens of the Republic of Bosnia and Herzegovina who have military of working obligation in the Republic of Bosnia and Herzegovina are: Zenica, Tuzla, Visoko, Jablanica, Konjic, and in other places which are to be appointed by the Ministry of Defence.
The Collective centers are to undertake all necessary measures for organized acceptance, accommodation and sending to military or working obligation of the citizens of RB-H.
Collective Centers mentioned in the paragraph 1 of this article are to be given all necessary instructions about the fulfillment of military or working obligation in the Republic of Bosnia and Herzegovina by the Ministry of Defence.
Article 5
This Decree is to come into effect on the day of its publication in the Official Bulletin of RB-H.
