More than 40,000 Rwandans were believed to be refugees at the end of 1997, including an estimated 30,000 in Congo/Zaire, about 10,000 in Uganda, some 2,000 in Burundi, and nearly 1,000 in Central African Republic.

An additional 25,000 Rwandans were living in refugee-like circumstances, but their refugee status was undetermined, pending possible future screening; Some 12,000 in Congo-Brazzaville, about 10,000 in Tanzania, up to 2,000 in Angola, and 2,000 in other countries.

An estimated 50,000 Rwandans were internally displaced.

Rwanda hosted approximately 28,000 refugees, including some 25,000 from Congo/Zaire and about 3,000 from Burundi.

An estimated 200,000 Rwandan refugees repatriated during 1997. Many returned after experiencing extreme hardship and danger in neighboring Congo/Zaire. Widely divergent estimates of the number of Rwandan refugees remaining in Congo/Zaire were a confusing and controversial topic throughout the year.

Rwanda continued to struggle with complex reintegration problems and an armed insurgency in the aftermath of the country's 1994 genocide.
