Qatar

Qatar faces a diplomatic crisis since 2017 when some neighbors cut diplomatic ties and expelled Qatari citizens. In 2017, cabinet passed a domestic workers law granting labor protections to Qatar’s domestic workers. However, it is still weaker than the Labor Law and does not fully conform to the International Labour Organization (ILO) Domestic Workers Convention. Qatar also signed a technical cooperation agreement with the ILO, making a commitment to implement the law, promising to reform the inherently abusive kafala system, and to taking other steps to protect migrant workers. Qatar’s personal status and nationality laws continue to discriminate against women.
