The following information was provided by the Anebi Adoga, the Administrative Director at the National Democratic Coalition of Nigeria (NADECO), in Washington during a 28 May 1998 telephone interview with the Research Directorate.

Mr. Adoga co-founded the Human Rights Monitor (HRM) in Kaduna with Festus Okoye in 1993. Okoye is now HRM's Executive Director. The group was established to monitor the situation of human rights in the northern and mostly Islamic part of Nigeria because most of the human rights organizations are concentrated in Lagos. The group publishes newsletters and pamphlets, and has a membership of approximately 45 persons, mostly lawyers and journalists. Okoye was detained in 1993 and again in 1994. Two students who are members of HRM were arrested and detained last year. One of the students remains in prison.

Additional and/or corroborating information could not be found among the sources consulted by the Research Directorate.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
