Information on an institution called Global Technology and Medical Health (GTMH), located at 4 [Boulevard] Toussaint-Louverture, Delmas 31, in Port-au-Prince [1], could not be found among the sources consulted by the Research Directorate within the time constraints of this Response.

In correspondence with the Research Directorate, the Vice President of the Haitian Society of Obstetrics and Gynecology (Société haïtienne d'obstétrique et gynécologie, SHOG), [translation] "an association of reproductive health professionals … [that] belongs to the most integrated socio-professional associations into the Haitian community," created in 1950 and uniting 162 members (SHOG n.d.), stated that SHOG is not aware of the current or past existence of this institution (SHOG 15 Sept. 2017). In correspondence with the Research Directorate, a Program Officer in Haiti [2] at the Center for International Studies and Cooperation (Centre d'étude et de coopération internationale, CECI), an organization in Québec whose mission is to combat poverty and exclusion in the world (CECI n.d.a) and that has been present in Haiti since 1971 (CECI n.d.b) and is currently conducting a project in Port-au-Prince (CECI n.d.c), reported, after questioning three Haitians who are long-time CECI employees living in Port-au-Prince that [translation] "if that clinic existed, it has not been operational for a long time" (CECI 19 Sept. 2017). According to the same source, of a dozen doctors, including gynecologists with 20 years of practice in the metropolitan region of Port-au-Prince, who were questioned by these three people, none knew of this institution (CECI 19 Sept. 2017).

The Vice-President of SHOG reported that 4 Toussaint-Louverture in Port-au-Prince is currently occupied by a notary office (SHOG 15 Sept. 2017). Corroborating information could not be found among the sources consulted by the Research Directorate within the time constraints of this Response.

Sources state that the health care clinics in Haiti are accredited through the Ministry of Public Health (SHOG 15 Sept. 2017; CECI 19 Sept. 2017). In contrast, the Program Officer stated that although the legislation requires health care clinics to be accredited by the Ministry of Public Health, [translation] "many are [actually] not because the Ministry does not have the means to carry out its role and [there is] no reliable directory [of these clinics in Haiti]" (CECI 19 Sept. 2017). Corroborating information could not be found among the sources consulted by the Research Directorate within the time constraints of this Response.

On the website of the Ministry of Public Health and Population (ministère de la Santé publique et de la Population, MSPP), the Planning and Evaluation Unit has published an undated map titled [translation] "Health mapping in Haiti (Catographie sanitaire d'Haïti)," where the hospitals, health centers and clinics, as well as intervention points, are listed by department (Haiti n.d.a). Information on GTMH on this map or in the list of establishments accompanying it could not be found by the Research Directorate. (Haiti n.d.a). In a report on all the types of health institutions in Haiti, generated by using the [translation] "additional reports" option on the same website, no mention of this institution could be found by the Research Directorate (Haiti n.d.b).

Research conducted by the Research Directorate in two medical directories for Haiti-RDVmedical, a tool to find doctors and make online appointments (RDVmedical n.d.), and MédiContact, a [translation] "a directory of the Haitian medical sector and related activities" (MédiContact n.d.)-revealed no mention of this institution. The Research Directorate found no mention of GTMH on the website pagesPRO.ht, a professional directory published by Éditions Soley, whose entries are selected by the Haitian publishing house (pagePRO.ht n.d.).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim for refugee protection. Please find below the list of sources consulted in researching this Information Request.

Notes

[1] In correspondence with the Research Directorate, a Canadian doctor, who participated in a one-week humanitarian mission in Port-au-Prince in 2016 and who worked in a hospital located near the address indicated for GTMH, stated that the correct name of the road indicated should be "[B]oulevard Toussaint-Louverture" (Canadian doctor 12 Sept. 2017). No information on a [translation] "Toussaint-Louverture Street" in Port-au-Prince could be found among the sources consulted by the Research Directorate within the time constraints of this Response.

[2] The Program Officer explained that he has worked in Haiti since 1985, including on projects with the Ministry of Public Health (CECI 19 Sept. 2017).
