Comments | In this submission, UNHCR addresses the fundamental principles of non-refoulement and the right to seek asylum. UNHCR then provides its interpretation of the relevant principles of international refugee and human rights law on the arbitrary detention of asylum-seekers and highlights substantive safeguards.
