Only one report which might indicate the treatment of ethnic Ukrainians in Russia could be found among the sources consulted by the Research Directorate. A 10 September 2002 news excerpt from Interfax reported that Volodymyr Lytvyn, the parliament chairman of the Ukrainian Supreme Council, and Oleg Mironov, the Human Rights Commissioner of the Russian Federation, had met to discuss "problems of human rights protection in Russia and Ukraine." According to the report, Lytvyn is quoted as stating that:
... there have been a lot of complaints over "improper" treatment of Ukrainian citizens by Russian authorities. The complaints, in particular, referred to indiscriminate checks of documents and confiscation of Ukrainian national passports, as well as the impossibility to export from Russia the money earned there (Interfax 10 Sept. 2002).
Further details are not given and reports which corroborate this information could not be found among the sources consulted by the Research Directorate.
