In early 1997, the Ethiopian Security, Immigration and Refugees affairs authority fined 55 foreigners and expelled nine others for illegal residence in the country because they had illegally entered into Ethiopia and failed to renew their visas and residence permits." At the time, 8,000 foreigners from 21 countries working in various disciplines were reportedly resident in the country (Ethiopian News Agency 30 March 1997; Xinhua News Agency 29 March 1997).

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
