In February 2006, Florencio Madariaga Granados, former deputy attorney general of Chiapas, was apprehended in Madrid and detained by the Spanish authorities (Spain 20 Feb. 2006; Mexico 22 Feb. 2006; Milenio 19 Sept. 2007). The Spanish police, in collaboration with other authorities, were responding to a request for detention from Mexican authorities (Spain 20 Feb. 2006; Mexico 22 Feb. 2006; Milenio 19 Sept. 2007).
There are three state level penal cases against Florencio Madariaga Granados in Chiapas; they are penal cases 428/2001 (Mexico 22 Feb. 2006), 341/2003 and 58/2006 (ibid. 19 Sept. 2007). Charges include embezzlement (peculado) and conspiracy to commit a crime (asociación delictuosa) (ibid.; Spain 20 Feb. 2006; Mexico 22 Feb. 2006).
On 19 September 2007, Florencio Madariaga Granados was extradited to Mexico (El Universal 20 Sept. 2007; Mexico 19 Sept. 2007; Milenio 19 Sept. 2007). The former deputy attorney general was released into the custody of the Chiapas State Judicial Police (Policía Ministerial del Estado de Chiapas) (Mexico 19 Sept. 2007) and detained in the state penitentiary El Amate (El Universal 20 Sept. 2007; Cuarto Poder 21 Oct. 2007).
In a 21 October 2007 interview with the Research Directorate, a reporter at the Chiapas newspaper Cuarto Poder stated that Florencio Madariaga Granados remained in custody at El Amate, that the case had not yet been heard in court and that authorities have made no statements regarding his case since his incarceration.
According to media sources, Madariaga Granados was accused of misappropriating 900 million Mexican pesos [approximately 140 million Canadian dollars (Canada 4 Jan. 1999)] of public funds (Milenio 19 Sept. 2007; Expreso Chiapas 20 Sept. 2007; La Jornada 2006). This money was allegedly used to pay supplementary salaries to a group of public servants (Expreso Chiapas 20 Sept. 2007; La Jornada 21 Feb. 2006). Other public servants, including the former attorney general of the state of Chiapas, who is now Director of the State Preventative Police (Policía Estatal Preventiva), have been accused of collaborating in this case; they were detained and later freed (El Universal 20 Sept. 2007; Expreso Chiapas 20 Sept. 2007). The accused deny all charges and attribute these accusations to [translation] "political vengeance and persecution" on the part of Pablo Salazar Mendiguchía, governor of Chiapas from 2000 to 2006 (El Universal 2007; Expreso Chiapas 2007).
