Human Rights Watch points out, in a report on the government's crackdown on Oromo students released on 22 May 2002, that between March and May 2002, five students were killed and dozens others arrested when Oromiya state police "violently dispersed" peaceful marches staged by high school students to protest regional government's educational and land policies. Human Rights Watch also notes that
