In 12 July 2004 correspondence to the Research Directorate, a representative of the United Nations High Commissioner for Refugees (UNHRC) in Azerbaijan stated that the government authorities do not recognize common-law relationships. In additional correspondence, the UNHCR representative added that two lawyers corroborated that there is no mention of common-law relationships in the legislation and that the courts do not officially recognize them (UNHCR 19 July 2004).

Further corroborating information could not be found among the sources consulted by the Research Directorate with time constraints.
