The attached 31 March 1998 letter sent by the First Secretary and Consul (the same person) of the Embassy of the Republic of Azerbaijan in Washington, DC states that a "decree on citizenship for the Republic of Azerbaijan is being drafted and will be submitted to the Parliament of the Republic," and that Azerbaijan does not recognize dual citizenship. That attached letter also contains information on the methods of acquisition and loss of Azerbaijani citizenship, and answers several of the above-mentioned questions pertaining to Azerbaijani citizenship sent to the Embassy by the Research Directorate. For a copy of all the questions sent to the Embassy, please consult the 19 March 1998 Research Directorate attachment.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
