Specific references to a Minister of the Environment in 1998 could not be found among the sources consulted by the Research Directorate. The Ministry of Ecology and Natural Resources is also referred to as the Ministry of Environment and Natural Resources (CEP 13 Nov. 2003) and was created by decree on 23 May 2001 (Azerbaijan n.d.), effectively replacing the State Environment Committee, the State Committee for Geology and Mineral Resources, the State Committee for Hydrometeorology and the AZERBMESHA Forestry Agency (CEP 13 Nov. 2003). The current minister is Hussein Bagirov (ibid., Asia Times 28 June 2002).
Asya Manafova is the current chairperson of the Parliamentary Commission on Natural Resources, Energy and Ecology (UN n.d.). While an international Azerbaijani magazine based in California noted that Asya Manafova also headed the Commission in 1998 (Azerbaijan International Spring 1998), other sources indicated that the position of chairperson was vacant in 1998 (WGD 1998, 78; Europa 1998 1998, 509; Europa 1999 1999, 534)
