In accordance with the provision 3, article 7 of the "Law on Political Asylum" of the Republic of Armenia the Government of the Republic of Armenia decides:

1) To approve:

1. The procedure for issuance of the ID to the persons granted political asylum in accordance with Annex 1.
2. The description of the ID to the persons granted political asylum in accordance with Annex 2.
3. The procedure of issuance of the travel document to the persons granted political asylum in accordance with Annex 3.
4. The description of the travel document to the persons granted political asylum in accordance with Annex 4.

2) The head of the Department on Migration and Refugees under the Government of the Republic of Armenia should organize the preparation of the ID and travel document to the persons granted political asylum in the Republic of Armenia within the period of two months.

PROCEDURE FOR ISSUANCE OF THE ID TO PERSONS GRANTED POLITICAL ASYLUM

I. GENERAL PROVISIONS

1. The given procedure is approved in accordance with the provision 3, article 7 of the "Law on Political Asylum" of the Republic of Armenia and determines the procedure for issuance of the ID to persons granted political asylum.

2. The ID for the right of political asylum (hereafter ID) is an identification card in the Republic of Armenia for a person granted political asylum.

3. The ID is given to a person granted political asylum in the Republic of Armenia for a period of 1 year. The period of validity for the ID suitable for utilization can be prolonged for an additional year.

4. The overdue IDs are invalid and are not subjected to replacement by a new one.

5. The ID is issued in a single pattern in Armenian language.

6. The ID contains the following information on a person granted political asylum in the Republic of Armenia:
a) name, family name and patronymic,
b) date and place of birth,
c) sex,
d) nationality,
e) citizenship,
f) place of residence or registration in the Republic of Armenia.


II. THE ISSUANCE OF THE ID, ITS REPLACEMENT AND UTILIZATION

7. The ID, as well as the new ID for the substitution of the lost or inappropriate IDs is issued by the Department of Migration and Refugees under the Government of the Republic of Armenia (hereafter the Department).

8. To get an ID a person granted political asylum in the Republic of Armenia submits the following documents:
a) application for an ID,
b) the decision of the President of the Republic of Armenia on granting the person political asylum,
c) passport,
d) 2 color photographs (35 × 45 mm),
e) in case of the absence of the passport other identification documents.
The ID is issued after the submission of the documents mentioned in the given provision within a period of three days.

9. With the initiative of the Department or the ID bearer the ID can be replaced with a new one if it has become inappropriate because of the changes in the information included in it, inaccuracies in the records or for other reasons.

10. For the ID replacement the ID and two color photographs should be submitted to the Department.
If the reason for an ID replacement is the changes in the information included in it or inaccuracies in the records documents, confirming the changes and inaccuracies should also be submitted.

11. In case of the loss of an ID the person granted political asylum should immediately inform about it the corresponding division and department of the Police of the Republic of Armenia under the Government of the Republic of Armenia.
The Department can issue a new ID to replace the lost one only in case of the validity term of the lost ID has not expired.
The lost ID is considered invalid when a new ID is issued.


III. RETURN OF THE ID, REGISTRATION, AND CONDUCT OF THE REGISTERS

12. The ID is due to be returned to the Department if:
a) the validity term of the ID has expired,
b) a person has applied for the elimination of the right for political asylum in the Republic of Armenia,
c) an ID bearer has decided to leave the Republic of Armenia,
d) an ID bearer has died.
In cases stipulated by points "a", "b" and "c" of the given provision the ID is returned to the Department by its bearer or by a person authorized by him/her in accordance with the established procedure.
In case stipulated by point "d" of the given provision the ID is returned to the state body registering the act of death, which, in turn, sends the ID to the Department after the registration of the act of death.

13. The returned, found and invalid IDs are kept in the Department in accordance with the procedure established by the Legislation of the Republic of Armenia.

14. The registration of IDs as well as the conduct of the registers for the issued, invalid, replaced and returned IDs is accomplished in accordance with the procedure established by the Department.

DESCRIPTION OF ID TO PERSONS GRANTED POLITICAL ASYLUM IN THE REPUBLIC OF ARMENIA

The ID for the right of political asylum in the Republic of Armenia (hereafter ID) is a document consisting of 12 pages (88 × 125 mm).

The ID cover is dark green. On the top of the cover it is printed with the Armenian capital letters "THE REPUBLIC OF ARMENIA". In the center there is a picture of the Armenian coat of arms. Below the coat of arms it is printed "ID FOR THE RIGHT OF POLITICAL ASYLUM".

On the opposite side of the ID cover there is a color picture of the coat of arms of the Republic of Armenia, above it is printed "THE REPUBLIC OF ARMENIA", below "ID FOR THE RIGHT OF POLITICAL ASYLUM" and "THE ID IS VALID ONLY IN THE TERRITORY OF THE REPUBLIC OF ARMENIA".

On the top of page 1 of the ID the words "THE REPUBLIC OF ARMENIA" are printed, from the left side of the page to the space provided for the photograph the is an inscription "ID FOR POLITICAL ASYLUM", and on the right side of the photograph there are the following inscriptions: "NAME, FAMILY NAME, PATRONYMIC", "PLACE OF BIRTH", "BORN", "SEX", "NATIONALITY", "COUNTRY", "GRANTED", "VALID UNTIL", "ISSUED BY", "SIGNATURE OF THE ID BEARER".

Under the words printed on the left side of the first page of the ID there is a space provided for the bearer's photograph (35 × 45 mm).

On the top of pages 2 and 3 of the ID it is printed "MARITAL STATUS", on pages 4 and 5 - "CHILDREN", under which "NAME, FAMILY NAME, PATRONYMIC, DATE AND PLACE OF BIRTH", on pages 6 and 7 - "PLACE OF RESIDENCE OR REGISTRATION", on pages 8-12 - "SPECIAL NOTES".

On the bottom of pages 3, 5, 7, 9 and 11 of the ID the series and number of the ID are printed.

On the top of the inner side of the cover's last page it is printed "THE ID IS ISSUED TO PERSONS GRANTED POLITICAL ASYLUM IN THE REPUBLIC OF ARMENIA" and "THE ID IS THE PROPERTY OF THE REPUBLIC OF ARMENIA", and on the bottom - "THE ID CONSISTS OF 12 PAGES".

After the photograph is attached the ID is sealed with the seal of the Department on Migration and Refugees under the Government of the Republic of Armenia.

All the pages of the ID are numbered.

PROCEDURE FOR ISSUANCE OF THE TRAVEL DOCUMENT TO PERSONS GRANTED POLITICAL ASYLUM

I. GENERAL PROVISIONS

1. The given procedure is approved in accordance with the provision 3, article 7 of the "Law on Political Asylum" of the Republic of Armenia and determines the procedure for issuance of the travel document (hereafter the document) to persons granted political asylum.

2. The travel document is a personal identification abroad for a person granted political asylum in the Republic of Armenia.

3. The document to persons granted political asylum in the Republic of Armenia is issued by the Department on Migration and Refugees under the Government of the Republic of Armenia (hereafter the Department) for a period of one year. The validity term can be prolonged in the Republic of Armenia for an additional year by the Department. In case the person with the travel document is abroad and there is necessity for prolongation the validity term is prolonged by the diplomatic representatives or the consulates of the Republic of Armenia if the right of a person on political asylum is not terminated in accordance with the procedure established by the law.

4. The overdue document is invalid and subjected to being replaced in accordance with the established procedure.

5. The document is issued in a single pattern in Armenian, Russian and English languages.

6. The document contains the following information on a person granted political asylum in the Republic of Armenia:
a) name, family name and patronymic,
b) sex,
c) date and place of birth,
d) nationality (or its absence).

7. The document may contain the following notes:
a) on the prolongation of the validity term of the document ? by the Department,
b) on temporary departure and return - by the border services.

8. A person granted political asylum pays state tax for the receipt of the document in accordance with the procedure and amount established by the "Law on State Tax" of the Republic of Armenia.


II. THE ISSUANCE OF THE DOCUMENT, ITS REPLACEMENT AND UTILIZATION

9. To get a document a person granted political asylum in the Republic of Armenia submits the following documents:
a) application for temporary departure from the Republic of Armenia,
b) the ID for political asylum,
c) 2 color photographs (35 × 45 mm),
d) the receipt form on state tax.

10. For each child traveling with a person granted political asylum it is necessary to submit:
a) the birth certificate,
b) 2 color photographs (35 × 45 mm).

11. The document is issued within a month's period after the submission of the application.
The issuance of the document may be rejected in cases stipulated by the "Law on the Political Status of Foreign Citizens in the Republic of Armenia" of the Republic of Armenia.

12. The document can be replaced with a new one if it has become inappropriate because of the changes in the information included in it, inaccuracies in the records or for other reasons.

13. To replace the document a person granted political asylum submits the document subjected to being replaced, an application of the established form and 2 color photographs (35 × 45 mm).
If the reason for a document replacement is the changes in the information included in it or inaccuracies in the records documents confirming the changes and inaccuracies should also be submitted.

14. In case of losing the document a person granted political asylum is obliged to inform within 10 days the corresponding division and department of the Police of the Republic of Armenia under the Government of the Republic of Armenia, in case of being abroad - the diplomatic representative or the consulate of the Republic of Armenia.

15. If the right for political asylum is terminated because of being naturalized in the Republic of Armenia or for other reasons the document is submitted to the Department or in case of being abroad - to the diplomatic representative or the consulate of the Republic of Armenia.

16. In case of permanent settlement in a foreign state a person submits the document to the diplomatic representative or the consulate of the Republic of Armenia.

17. The document of a dead person granted political asylum along with the identification ID is submitted to the body registering the acts of death. After the registration of the death the document is sent to the Department.

18. The document of a person granted political asylum who died in a foreign state is submitted to the diplomatic representative or the consulate of the Republic of Armenia, which in turn submit it to the Department. The found documents are submitted to the Department.

19. The documents of the suspected, the convicted to whom the signature of non-departure or imprisonment is applied as the blocking means, as well as the persons granted political asylum and sentenced to imprisonment are taken by the bodies of inquest, preliminary investigation or the court.

20. In case of the removal of the blocking means the documents of the suspected and convicted are returned to the bearers.

21. After the imprisonment a new document may be issued to a person granted political asylum in accordance with general provisions established by the given procedure.

22. Taking of the document (except for the cases mentioned in provision 17), giving it to other persons and pawning are prohibited.

DESCRIPTION OF TRAVEL DOCUMENT TO PERSONS GRANTED POLITICAL ASYLUM IN THE REPUBLIC OF ARMENIA

The travel document to persons granted political asylum in the Republic of Armenia (hereafter the document) is a document consisting of 12 pages (88 × 125 mm).

All the provisions constituting the contents of the document are printed in Armenian, Russian and English.

The document cover is dark brown. On the top of the cover it is printed with the Armenian capital letters "THE REPUBLIC OF ARMENIA". In the center there is a picture of the Armenian coat of arms. On the bottom it is printed "TRAVEL DOCUMENT".

On the next page of the document cover the following sentences are printed:
"THIS DOCUMENT IS GIVEN TO A PERSON GRANTED POLITICAL ASYLUM IN THE REPUBLIC OF ARMENIA"

"THE BEARER OF THIS TRAVEL DOCUMENT IS ALLOWED TO RETURN TO THE REPUBLIC OF ARMENIA UNTIL THE VALIDITY TERM OF THE DOCUMENT EXPIRES"

"IF THE BEARER OF THIS DOCUMENT LEGALLY SETTLES OUTSIDE THE REPUBLIC OF ARMENIA, THE AUTHORITIES OF THAT COUNTRY HAVE TO TAKE THIS DOCUMENT AND RETURN IT TO THE AUTHORITIES OF THE REPUBLIC OF ARMENIA"

On the top of page 1 of the document the words "THE REPUBLIC OF ARMENIA" are printed. In the center there is a picture of the Armenian coat of arms. On the bottom it is printed "TRAVEL DOCUMENT".

On the bottom of page 2 it is printed "SIGNATURE OF THE DOCUMENT BEARER".

On the top of page 3 it is printed "THE REPUBLIC OF ARMENIA", and on the left side of the page - "TRAVEL DOCUMENT", "TYPE", "CODE", "DOCUMENT #", "FAMILY NAME", "NAME", "COUNTRY", "BORN", "SEX", "PLACE OF BIRTH", "GRANTED", "VALID UNTIL", "ISSUED BY".

On the bottom of page 3 there is a space provided for the bearer's color photograph (35 × 45 mm).

On the page 4 it is printed "THE VALIDITY TERM IS PROLONGED".

On page 5 it is printed "THIS DOCUMENT IS VALID IN ALL THE FOREIGN STATES" and the page is sealed with a round seal bearing the picture of the coat of arms of the Republic of Armenia.

On the top of pages 6 and 7 it is printed "CHILDREN". On each page there is a space for the color photographs (35 × 45 mm) of two children to be attached and to fill in their data, and under the space provided for the photographs of each child it is printed "FAMILY NAME", "NAME", "BORN" and "SEX".

On the top of pages 8 and 9 the word "NOTES" is printed.

On the top of pages 10-32 the word "VISA" is printed.

On the bottom of pages 1 and 5-32 the series and the number of the document are printed.

On the inner side of the last page of the document cover there are the following sentences: "THE BEARER OF THIS TRAVEL DOCUMENT IS GRANTED POLITICAL ASYLUM IN THE REPUBLIC OF ARMENIA", "THIS TRAVEL DOCUMENT IS THE PROPERTY OF THE REPUBLIC OF ARMENIA" and "THIS DOCUMENT CONSISTS OF 32 PAGES EXCLUDING THE COVER".

All the pages of the document are numbered.
