ABOUT THE OPPORTUNITY
Internews seeks a Monitoring and Evaluation Specialist to implement Monitoring, Evaluation, and Learning (MEL) for the Media Program in Armenia, a media development project focused on strengthening the integrity of the information space in Armenia. The project will enhance the professional and organizational capacity of media outlets to strengthen their editorial independence and increase their reach and impact across Armenian society through quality content. The project will provide support to improve the financial viability of editorially independent media and help institutionalize a funding source for public interest media; advance media literacy efforts to empower citizens and civic and political leaders to consume and engage with information critically and understand the role of ethical media. Under the supervision of the Chief of Party, the Monitoring and Evaluation (M&E) Specialist will implement the Monitoring and Evaluation Plan (MEP), designed in coordination with Internews' regional M&E specialist. They will organize and commission media ecosystem analyses, focus groups, surveys and other methods of gathering information on the project's results and indicators. They will be responsible for maintaining accurate records on data gathered during all stages of project implementation in line with donor data quality standards, providing M&E data in quarterly reports and as requested by donor, and liaising with external evaluators should donor conduct any evaluations. The position will report to the Chief of Party based in Yerevan, Armenia.

DAY-TO-DAY TASKS will include:
- Design, review and adapt project Activity Monitoring, Evaluation, and Learning Plan (AMELP), review and update the Project’s logical framework;
- Support the design and implementation of project assessments and other research methodologies (e.g. media ecosystem analysis, surveys, focus groups, content analysis, etc.);
- Collect, verify, and report all required impact and MEL data in compliance with Internews’ and donors’ data quality standards;
- Oversee consistent application of MEL standards by project partners, ensuring that all partnership agreements include well-designed MEL plans that utilize realistic and relevant indicators and targets;
- Support the Consortium and implementing partner media grantees and staff on MEL systems, reports, and products as needed;
- Help develop and support the Project’s learning agenda by holding periodic Monitoring, Evaluation, and Learning check-ins with relevant staff members and partners and use feedback to adapt the Monitoring, Evaluation, and Learning Plans and data collection systems accordingly, if necessary;
- Develop internal tracking systems to maintain data in an organized, secure, and easy-to-understand way;
- Ensure continuous and rigorous data collection from partners, trainers, and technical specialists, provide training and support to Project partner and beneficiaries;
- Contribute to preparation of reports on project progress and results (including M&E data) as per Internews’ and donor guidelines.
- Coordinate with project staff and partners to ensure their timely submission of data and examples of project impact that meet Internews’ and donor standards for quality, detail, and clarity.
- Respond to requests from the donor and liaise with Internews’ Impact Department and the regional M&E specialist about data, assessment methodologies, and examples of project impact from various target countries/partners promptly and accurately.

QUALIFICATIONS WE'RE LOOKING FOR:
- At least 10 years of experience in sociological research, evaluative assessment, or international development.
- Relevant University degree or equivalent professional experience.
- Experience conducting both qualitative and quantitative data collection and analysis. Experience designing AMELPs as well as surveys and other assessment methodologies preferred.
- Experience providing remote training and support preferred.
- Demonstrated understanding of dynamics affecting the production, distribution, and consumption of media and information in the digital age.
- Solid English writing skills, to a publishable standard.
- Proficiency using Microsoft Office suite, various social media platforms, and digital analytics tools required.
- Proficiency using graphic design software, statistical analysis programs, and other digital content creation tools a plus.
- Detail-oriented with strong analytical and information management skills.
- Must be self-reliant, resourceful, good problem-solver, and flexible.
- Ability to work independently, efficiently, and reliably, to a high standard and to deadline.
- Sensitivity to cross-cultural dynamics in the workplace and ability and desire to collaborate productively with staff and partners in a multilingual environment spread across multiple time zones.
- Proficiency in Armenian highly preferred.
- Willingness to travel occasionally to project target countries as necessary.
