No information specific to the topic above is currently available to the IRBDC in Ottawa.

An editor of Chinese and Japanese at the Secretary of State's Translation Bureau, with experience in Japan and China, indicated that two honest Chinese students in Japan could very well have different versions of the above-mentioned topic, according to the way they interpret inducement to report [Telephone conversation of 27 April 1990.]. The University of Montreal's student exchange organization that takes care of students from China stated that in Canada, Chinese students are not compelled to report to their embassy, although some find it prudent to do so [ Telephone conversation of 24 April 1990.]. This information could not be corroborated by published sources available to the IRBDC at the present time.

Please find attached, in addition, an article from a Chinese newspaper from Vancouver concerning the fears of Chinese students in Japan that their embassy is actually spying on them [ "Overseas Chinese Students in Japan are Scared and Insecure: Their Extensions for Visas Had Been Refused; A Japanese Human Rights Organization was Indignant at This Injustice", Sing Tao Daily News (Vancouver), 27 December 1989, p.5.].
