According to the Europa World Year Book 1994, the census of 12 January 1989 indicated that there were 474,834 Russians in Estonia; this figure represented 30.3 percent of the population (1994, 1074).

 In a telephone interview on 21 September 1995, the public relations director of the Joint Baltic American National Committee, a non-governmental organization in Rockville, Maryland that represents Baltic-American communities in the United States and provides information on the Baltics to the American Congress and Administration, provided the following information. Estonians of Russian origin constitute approximately 35 percent of Tallin's population; this percentage also reflects their proportion of Estonia's total population.
