No reports on individuals wanted by the authorities for bribing a government official to obtain a passport and an exit visa in 1998-1999 could be found among the sources consulted by the Research Directorate.

According to Al-Hayat Damascus correspondent Ibrahim Hmaidi, a general amnesty announced by President Hafez Assad

will cover prisoners and detainees for crimes related to smuggling, bribery, embezzlement, hoarding-related offences, the dodging of military service and foreign exchange irregularities. Those convicted of swindling depositors will also be released on condition that they reimburse the money they stole within one year (14 July 1999).
