The SEND International Website "an interdenominational faith mission agency" (SEND International n.d.a) defines barangay as a small political unit similar to a township in the United States, whose administrators are responsible for delivering basic services to its residents (ibid n.d.b). The barangay further provides a forum in which citizens can express their views and grievances as well settle disputes without appealing to outside courts (ibid.).

No specific information could be found regarding the duties and responsibilities of the San Andres barangay chairman and members among the sources consulted by the Research Directorate.
