According to a Consular Representative of the Indian High Commission in Ottawa, a Sikh born in Singapore would not be entitled to citizenship by mere virtue of being a Sikh (28 May 1993). However, if either of the person's parents were Indian citizens, and the person was under the age of 21 and had not adopted the citizenship of another country, he would be considered an Indian citizen (Ibid.).
