The 4 October 1996 ITAR-TASS attachment states:

Housing construction was increased in the first six months of this year [1996], and 1.4 times more private houses were built as compared to 1995. Private houses count for one third of all new housing of Russia. Over 12 million apartments with an overall space of more than 600 million square meters were made property of individuals for free.
