According to Vladimir Mukomel, Deputy Director of the Centre for Ethnic, Political and Regional Studies in Moscow,

if [a] person received a passport in [a] Russian embassy it means that this passport was given to him as a Russian citizen and ... Russian citizenship has been indicated in it. In this case when he/she will come to Russia for permanent residence he/she can receive an internal passport. To receive this passport he/she ought to have a mark about removal  from register in diplomatic representatives or the consulate of Russian Federation. (The Instruction on delivery, replacement, accounting and custody of passports of R.F. [Russian Federation] Appendix to the Order of MIA [Ministry of Interior] of Russia from Sept.,15, 1997, N 605, item 35). If this person has no place of residence in Russia he/she can apply to the passport and visa department of MIA of the place of stay for receiving or changing the passport (item 36 of Instruction). This Instruction was published [in]:

1. "Courier" (Kurier), N 36, 14.11.1997, appendix to the newspaper "Russian news" (Rossiyskie vesti)

2."Bulletin of the normative statements of federal executive power organizations" (Bulleten normativnih aktov federalnih organov ispolnitelnoy vlasti) N 22, 1997 (Mukomel 20 Aug. 1998).
