A representative at the Montréal office of the Russian airline Aeroflot stated in a 21 May 1999 telephone interview that controls on the exit of minors in Russia are very strict and are applied by Aeroflot personnel at passengers' registration points and by Russian border control officers at the port of departure. Parents travelling abroad have the names of their children printed in their official external passport. However, persons travelling abroad with minors who are not their children must produce a Power of Attorney with the signature and the seal of the issuing authority.

No corroborating information on the legal requirements to take a minor out of Russia could be found among the sources consulted by the Research Directorate.
