2021 Regional NGO Consultations (RBWCA)
UNHCR Regional Bureau for West and Central Africa (RBWCA) 2021 Regional NGO Consultations.
Objectives and outcomes
The first West and Central Africa Regional Consultations will pursue the following objectives:
- Share UNHCR’s framework for climate action and learn about NGO initiatives to address climate-related changes in the context of forced displacement.
- Analyze how to strengthen collaboration between UNHCR and relevant local and national actors (L/NAs) as well as take stock of lessons learned and best practices from L/NAs and community-led initiatives in the COVID-19 context that could be replicated or scaled-up.
- Discuss the progress NGOs made in advancing the implementation of relevant GRF pledges, in particular those related to promoting resilience and inclusion of refugees and localization where relevant - and discuss contributions of NGOs as part of a multi-stakeholder/ whole of society process and constraints they might have faced.
- Develop recommendations to inform future collaboration between UNHCR and NGOs and feed into UNHCR’s 2021 Executive Committee Session, the 2021 GRF High-Level Officials Meeting, the 2022 Global NGO Consultations and the High Commissioner’s Dialogue on Protection in 2022.

09:30-11:30 Partnership with UNHCR
This session will provide an opportunity to assess progress made in 2020 to improve the framework for working with funded partners and discuss ongoing/planned reforms to further improve UNHCR’s framework. The session will cover the reform of the selection/retention of partners, improvements to the UN Partner Portal that should improve the efficiency of registration, an introduction to the new UNHCR RBM approach, simplification of budgeting and financial aspects of partnership agreements, simplification of reporting requirements and ongoing work to systematize current processes. The meeting will also examine ongoing efforts to ensure greater accessibility to UNHCR partnership opportunities for small, refugee-led organizations.
