Kosovo: A long-awaited special court to try serious war crimes has been established but has faltered over delayed indictments and personnel issues. Journalists face threats and intimidation. Tensions between Kosovo Serbs and Kosovo Albanians continue, particularly in the north. Members of Roma, Ashkali, and Egyptian communities continue to face discrimination.
