Deep political division impedes progress on human rights. Authorities have repeatedly failed to amend the constitution which discriminates against Jews, Roma and other minorities. Journalists are vulnerable to intimidation and threats. Hate crimes on LGBT people go largely unpunished. The closure of the International Criminal Tribunal for the former Yugoslavia in 2017, after successfully concluding its mandate, contrasted with slow progress in prosecuting war-crimes in domestic courts, including conflict-related sexual violence.
