In a 10 September 2003 telephone interview, the chargé d'affaires at the Embassy of Macedonia, in Ottawa, stated that persons applying for a Macedonian passport from within or outside the country must provide proof of their citizenship, for example, an old Macedonian passport or a national identity card, and submit these documents with their application form and three photos. He added that it was not necessary to submit a notarized letter to obtain a Macedonian passport (Embassy of Macedonia 10 Sept. 2003).

In a 10 September 2003 telephone interview, the consul of Macedonia, in Toronto, said that Macedonian consulates do not accept notarized letters as proof of nationality from any person applying for a Macedonian passport. He further stated that if the applicant does not have valid documents to prove his or her Macedonian nationality, he/she must obtain a certificate of citizenship and/or a birth certificate from the Macedonian authorities (Consulate of Macedonia 10 Sept. 2003). In order to do so, the applicant must give notarized authorization to a representative in Macedonia who would then have the mandate to obtain the above-mentioned documents from the authorities on the applicant's behalf and who would be able to send these documents to the applicant for submission to the consulate (ibid.).
