Tajikistan maintains that Zhukovsky is Moscow's fourth international airport.
A delegation from Tajikistan has arrived in Moscow amid a standoff over air travel between the two countries.
The Tajik Transport Ministry delegation came to Moscow four days after Russia warned that it might suspend all flights to Tajikistan as of November 8 unless Dushanbe accepts flights departing from the newly opened Zhukovsky International Airport near Moscow.
Dushanbe says Russia has unilaterally increased the number of flights from Moscow to Tajikistan.
A Tajik Transport Ministry spokesman told RFE/RL earlier that Dushanbe needed "to protect the interests of our air companies."
Dushanbe has called for a revision of existing bilateral agreements on air flights with Russia.
Russian Transport Ministry officials insist that the Zhukovsky airport is not under Moscow's city authority but is located in the town of Ramenskoye.
