According to a 1991 mission to Chad report entitled "Mission de Cooperation et d'Enquête Effectuée au Tchad" by the Fédération Internationale des Droits de l'Homme (FIDH), a Paris-based federation of human rights associations around the world, the officers of the Ligue Tchadienne des Droits de l'Homme (Chad Human Rights League or LTDH) are as follows: Djondang Tachakione Enock, president; Beidi Joseph, vice-president; Massalbaye, secretary-general; Dessange Eric, assistant secretary-general; Coumbo Sinfa Gali, secretary in charge of information and press; Samgue Soumla, secretary in charge of vulnerable groups; Mbatna Bandjang, secretary in charge of educational activities; Brahim Boy, secretary for external relations; Benoudjoum Emile, treasurer; Mahamai Moctar Terap, assistant treasurer; Koulbou Adam, auditor; and Thiam Baboye and Etienne Alingue, advisors (23 July-12 Aug. 1991, 4). The DIRB is unable to corroborate this information at the present time.
