According to the Consulate of Cuba in Montreal, a foreigner with permanent resident status in Cuba is bound by essentially the same laws as a Cuban national and is therefore expected to respect the law and the state (30 Nov. 1992). The person will, in turn, be protected by these institutions (Ibid.).

Please find attached a copy of the section on "Fundamental Rights, Duties and Guarantees" from the Constitution of Cuba, as published in Constitutions of the Countries of the World (Blaustein & Flanz 1979, 18-23). Please note that a new constitution, a copy of which is not currently available to the DIRB, was recently approved by the government of Cuba. The Embassy of Cuba in Ottawa and the Consulate of Cuba in Montreal, however, were not aware of any significant changes to this particular section (27 Nov. 1992; 30 Nov. 1992).
