According to a representative of the Sudan desk of the Office of the United Nations High Commissioner for Refugees (UNHCR) in Geneva, the current position of the UNHCR is to avoid repatriating Sudanese refugees to the Sudan (15 June 1994). The UNHCR is strictly against the repatriation of refugees to southern Sudan because of the prevailing civil war conditions in the region (ibid.). However, should a southern Sudanese refugee want to return to northern Sudan because she or he has family or relatives there, the UNHCR will help repatriate that individual to the north (ibid.).

The merits of each case determine whether or not the UNHCR will repatriate a southern Sudanese refugee to the north (ibid.). Determining factors include the presence of relatives in the north and whether the safety of the individual can be guaranteed in the north (ibid.).
