According to the U.S. Department of State's Country Reports on Human Rights Practices for 1991, very little information is available on domestic violence in Kenya (1992, 186). The report on Kenya stated that "in practice, most cases of domestic violence are settled outside of the courts [and] ... the maximum legal penalty is five years" (Ibid. 186). The Country Reports on Human Rights Practices for 1990 states that the "Kenya chapter of the International Federation of Women's Lawyers has published a free brochure in English and Swahili on women's legal rights, explaining that women may bring criminal charges against a spouse who beats them" (1991, 180).
