The attachment from The Ethnic NewsWatch dated 1 July 1994 refers briefly to the Jammu and Kashmir People's National Party (JKPNP) and its leader Afzal Tahir, who asserts that Kashmir's fight for independence is not limited to India but involves Pakistan as well.

According to the attachments from Amnesty International, on 17 May 1994 Shaukat Ali Kashmiri, secretary general of the JKPNP, was placed by the government on the "exit control list," and banned from leaving Pakistan (22 Sept. 1994). He was taken into the custody of Pakistan Inter-Services Intelligence (ISI) on 26 August 1994 and released on 26 September 1994 (ibid.; 30 Sept. 1994).

Further information on the JKPNP, its base and its leader, Shaukat Ali Kashmiri, could not be found among the sources consulted by the DIRB.
