The sources presently available to the IRBDC contain no information on a group called Kake or any escort or catering provided for the purpose of influencing political or business figures in Kinshasa during the last eighteen months. However, corruption at all levels of government in Zaire is widely reported among various available sources. Attached is the copy of an articlewhich mentions the diversion of state funds to unnamed women (New African, March 1989, pp. 17-19; see page 18), and a report which indicates the existence of an unnamed mediator which has influence on deals between the government decision-making levels and businessmen (Africa Confidential, 19 February 1989, p. 8).
