If a person had been involved in anti-government activities, and had attracted the attention of the authorities, would he have been able to have a passport issued to him and been able to depart the country unimpeded? 2. Is there any country information that would differ from that used by the primary decision maker that could lead to a different conclusion with regard to the issuing of a passport and departure from the country? 3.
